What a QBO file is
QIF is Quicken's older format: a section header, then one block of single-letter fields per transaction. It carries no account block, no statement period, and no closing balance, which is why QuickBooks moved to Web Connect.
The converter builds the account block QBO needs and takes the statement period from the first and last transaction dates. The section header decides whether the file is written as a bank account or a credit card, because the same amounts mean opposite things under the two.
What the conversion keeps
A QBO file has a place for some of what a QIF file holds and not for the rest. Both lists come from the two formats, so neither can claim something the file cannot say.

Categories are dropped. A QBO file has no category field, and QuickBooks assigns categories on the way in from its own rules.
